Job Description

Our Client, an international bank, headquartered in Europe has retained our services to identify a Chief Financial Officer to be based in Singapore and Ho Chi Minh City, Vietnam

Key Responsibilities

  • The Chief Financial Officer (CFO) is responsible for providing total strategic and operations support to the bank
  • The CFO is responsible for supervision and control of finance, accounting, taxation, management reporting, compliance, and asset-liability management. S/He would be the chief financial spokesperson for the bank
  • Reporting directly to the Chief Executive Officer (CEO), the CFO directly supports the Business Heads on all strategic and operational matters relating to financing, accounting and controls, budget management, cost-benefit analysis, annual and strategic planning and forecasting, MIS and operational controls

Essential Functions:

  • Review reports to analyze projections of business and profit against actual figures, budgeted expenses against final totals, suggest and implement methods of improving operating and monitoring processes as appropriate
  • Responsible for the timely and accurate preparation of all financial reports, including income statements, balance sheets, tax returns, and reports as well as all compliance matters to external investors and regulatory agencies
  • Develop and maintain systems of internal controls to safeguard the financial and physical assets of the bank
  • Develop Risk management policies and implement effective Risk management framework (including Insurance etc.) and implementation of robust business controls
  • Drives cost management initiatives within the bank to achieve improving efficiencies within the bank
  • Oversees accounting departments, and budget preparation. Meets regularly with department heads to keep informed and to offer direction
  • Oversee the coordination and activities related to the preparation of the annual financial statements by laws of the land with supplementary schedules and information
  • Overall responsibility for the operation and maintenance of the ERP, its related controls (Segregation of duties etc) and defining limits and authorities for the ERP tool and around it
    To undertake and manage the treasury mid-office responsibilities related to fund transfer pricing, incidental Profit and Loss reporting and other risk report
  • Compute the treasury P/L, by calculating the cost/value of funds for commercial business monthly
  • Risk and other liquidity reporting
  • Ensuring the accuracy of reporting and related disclosures
  • Improvements in systems and processes through the adoption of best international practices
  • Handle all matters relating to taxation together with compliance in respect of all tax obligations (direct and indirect), assess tax risk, and assume controlling functions
  • Preparing tax plans and ensuring timely assessment and filing of direct & indirect tax returns including Sales Tax, Service Tax, VAT and TDS returns; appearing before regulatory tax authorities

Strategic And Tactical:

  • Work with the CEO on the strategic vision including fostering and cultivating stakeholder relationships, as well as assisting in the development of business models and negotiation of contracts. Support in developing and implementation of the Strategic and Operating Plans
  • Participate in developing new business; support Business Heads in value creation and determining cost effectiveness of prospective service delivery
  • Confer with the CEO and senior management of the company and division leaders to coordinate and prioritize planning
  • Analyze operations to pinpoint opportunities and areas that need to be reorganized, down-sized, or eliminated
  • Study long-range economic trends and projects company prospects for future growth in overall business opportunities for acquisitions or expansion into new product areas
  • Benchmark its own operations to the industry standards and the best in class and provide feedback to the senior management of the business
  • Work with the Business Heads to ensure success through cost analysis support, and compliance with all contractual requirements

Qualifications

  • Proven ability to proactively identify and implement cutting-edge management tools and technologies to enhance bank performance.
  • Strong track record of fostering and cultivating strategic business opportunities and partnerships.
  • Expert in financial statement preparation and analysis, including budget development and management.
  • Demonstrated ability to recognize and effectively respond to the evolving needs of all stakeholders (internal and external).
  • Proven ability to lead and motivate high-performing teams, fostering a collaborative and results-oriented environment.
  • Strong mentoring and coaching skills, with a commitment to knowledge sharing and developing team members' expertise.
  • Experience in effective staff supervision, including conducting regular performance reviews and implementing development plans.
  • Excellent written and verbal communication skills with the ability to effectively convey complex information to diverse audiences.
  • Chartered Accountant with a minimum of 25 years of progressive experience in a similar role within a commercial banking environment.
